01-432DL A Health Education Response to the Opioid Epidemic: Ohio’s Health & Opioid Abuse Prevention Education (HOPE) Curriculum


The challenges associated with adopting, implementing, scaling, and sustaining a statewide health education initiative is not new to health educators. The question becomes - How can we quickly and systematically align and integrate health education programming into schools when new issues – such as opioid abuse – emerge? By cultivating system-based approaches with vision, value, and strategy, health educators can help ensure that school districts are able embed evidence-informed practices within a framework that will reach all students. This session will present the Public Value Model (Moore, 1995) for strategic management as a way to initiate and scale up system-based approaches using Ohio’s Health & Opioid-Prevention Education (HOPE) Curriculum as an example.


Speaker Information: 

Holly Raffle, PhD, CHES

Holly Raffle is an Associate Professor at Ohio University’s Voinovich School of Leadership and Public Affairs. Dr. Raffle earned her doctorate degree in Evaluation from Ohio University. Dr. Raffle primarily works in the disciplines of K-12 education, post-secondary education, and public health. Additionally, she is a Master Certified Health Education Specialist and taught health in Ohio’s public school system.

Dr. Raffle has evaluated several federally funded projects and has served on various state-level committees and workgroups. She was the recipient of the Firefly Award from the Fairfield County (Ohio) Family, Adult, and Children First Council recognizing her commitment to community-level prevention in 2013 and of the Ohio Department of Mental Health and Addiction Service’s Prevention Champion Award in 2014, recognizing her efforts to help state agencies, ADAMHS Boards, and prevention providers rethink or redesign their prevention systems through the Strategic Prevention Framework.
